"We've been tempted by Belize but cannot get past the banking issue of converting every U.S. dollar to 0.5 Belize dollars for deposit. Do any banks deposit, hold, and pay interest on U.S. dollars, thus avoiding currency risk and in/out commissions?"

Note, though, that it's not US$1 to BZ$.5. It's BZ$2 to US$1. Still, you're right that there will be costs of conversion when wire transferring funds from U.S. dollars to Belize dollars.
