"Señora, señora!" the young man called out as he sped toward us on his motorcycle.

My assistant Marion and I were walking down the hill, a couple of blocks from my apartment in Medellin, headed for the bank. The young man calling out to me from a little farther ahead continued shouting enthusiastically (in Spanish...but I'll translate), as he pulled his motorcycle up alongside where we'd paused on the sidewalk and killed the engine:

"Señora, I'd like to paint your office!"

I looked at Marion, and she looked back at me, then we both looked again at the young man before us, who was now grinning from ear to ear and waving his arm in greeting.

If you have a particular agenda, your challenge is mitigated. If yours is a strict and modest budget, for example, you must choose a country where the cost of living is low (Ecuador, Nicaragua, Uruguay, Thailand, or Vietnam, say).

If you intend to start a business in your new life overseas, then your top choices are entrepreneur-friendly jurisdictions (Panama is the front-runner).

If you have an ongoing health concern, then you can think about moving only to those places that offer top-notch medical care (typically this means sticking close to a city big enough to have international-standard facilities).

Spring.

My family, too, of course, but what I miss most about the place where I lived Stateside when I lived Stateside is the transition from winter to summer. Baltimore may not have a whole lot to recommend it, but it serves up a great spring. Friends living there still have been writing for the past week to tell me of the early spring Baltimore is enjoying this year...and I've been envious.
