"All parents have experienced 'Back to School' time," writes France Correspondent Lucy Culpepper, "when we tear around en masse buying up school supplies and wishing once again that we had done it weeks earlier. 

"The French take this to a new level. In France, Back to School is known as 'La Rentrée,' and it's an even more infectious time, starting at the end of August and continuing until the second week in September.

"La Rentree is not just back to school but also back to work, back to organized sport, back to getting in shape, getting your house in order, and starting afresh after the long, lazy summer. It feels more like New Year's than the beginning of September.

"Here in France, come Sept. 1, you have to be ready to enroll for courses and clubs, poised with checkbook in hand. The French get feisty when it comes to securing a place;
there's no room for wallflowers. And, in France, checks rule. Cash is OK, and credit cards...well, they're accepted but not by smaller clubs or businesses.

"If your choice is active, from walking to paragliding, you must produce a medical certificate to prove you're healthy and fit--or at least capable of doing 20 squats without passing out.

"Nearly every village hall in my region of France (Aquitaine) offers some form of activity. Our village has roller (inline skating), badminton, quilting, country walking, gymnastics, theater, and computer club. Not bad for a village of just 700 people. 

"La Rentree also seems to be a time when sellers come forth with unusual property offerings, ranging from ancient stone houses to barns and outhouses. If, like our Publisher Kathleen, you would like to live in 'the thick of things' and renovate an old property of character now may be a good time to trawl through a few websites to see what mischief you might get up to.

"In Cessenon-sur-Orb, in France's Languedoc region, there are three properties that might grab your attention right now, priced from US$66,000 to US$173,000. Go to the village realtor at http://www.caroux-languedoc.com. In the field 'Départements' type 'Cessenon-sur-Orb' and see what comes up.

"Finally, a little note about French checks. If you bounce one, your bank account will almost certainly be closed. It can then take many months (the worst I have heard is three years!) to reopen a new one."

"Good news for my fellow Canadians planning a visit to Panama," writes resident Editor Rebecca Tyre. "More direct flights are on the way.

"Beginning Oct. 1, Air Transat will be operating three-times-a-week direct flights from Toronto's Pearson International Airport to Panama City's Tocumen International Airport.

"For years, Air Transat operated only weekly flights from Toronto and Montreal to Panama City, and that was the only direct flight option originating in Canada. The only other options we Canadians had was to connect in the U.S., which added at least a few hours on to the travel time.

"It's not yet been announced which days the flights will leave and return, but I expect that information to be released soon. Watch this space.

"The direct flight from Toronto to Panama City takes but five hours. And the addition of two more direct flights a week comes just in time for Lief Simon's Global Real Estate Profits Summit here in Panama City next month.

"Kathleen, do you know how Medicare works for American retirees abroad? Does it cover them or no?

"Also, if you were a legal resident of another country but wanted to return to the United States for a medical procedure, would Medicare allow and cover this?"

No, Medicare will not cover anyone or anything outside the United States.

However, yes, as long as you continue to pay your Medicare premiums while you are living abroad, I believe you could return to the States for medical treatment that would be covered. You'd have to incur the travel expense personally. And, of course, this wouldn't be a realistic strategy in case of emergency.
