In fact, anyone (including an American) can live in Belize and not pay income tax in Belize if he (or she) earns his income outside Belize.
Americans, of course, are taxed in the United States on their worldwide income no matter where they live. This does not mean, though, that, as an American abroad, you necessarily owe U.S. tax. You can minimize your U.S. tax bill and, in some cases, even eliminate it, by structuring your affairs so as to take advantage of the Foreign Earned Income Exclusion.
Furthermore, you can defer U.S. tax by incorporating and operating a business outside the States.
