In fact, anyone (including an American) can live in Belize and not pay income tax in Belize if he (or she) earns his income outside Belize.

Americans, of course, are taxed in the United States on their worldwide income no matter where they live. This does not mean, though, that, as an American abroad, you necessarily owe U.S. tax.
