Probably not. Definitely no for Panama.
In most cases, the funds to meet the minimum income requirements for a pensionado visa must come from an official source and be guaranteed for life.
One exception could be Belize. That country is more flexible than most when considering income to qualify for its QRP program.
If you don’t have the pension or other official income to qualify for a pensionado visa in the country where you’d like to retire, look into other visa options. In Panama, for example, you could likely qualify under the Specific Countries visa.
